Community campaign scales back Arnos Grove CPZ proposals

During August and September 2024, Enfield Council consulted residents on proposals to extend and intensify the Arnos Grove Controlled Parking Zone (CPZ). The scheme would have expanded the zone to additional streets and increased restrictions from a single hour on weekdays to 8 am–7.30 pm seven days a week. Community members were concerned about the impact on parking and local amenities.

A grassroots residents’ group, which ran the nocpz.uk website, coordinated opposition to the plan. Volunteers distributed leaflets, organised a public meeting and urged neighbours to respond to the consultation. They argued that a blanket seven-day CPZ would damage local shops, community venues and residents by forcing permit payments and pay-and-display parking.

The campaign helped generate a strong response: out of 960 submissions to the consultation, only around 5 % supported the council’s proposals. In April 2025 Enfield Council announced that it would scale back the scheme. The “north‑east” area (Minchenden Estate) was removed from scope and streets that remain in the zone will keep the existing one‑hour weekday restriction instead of the proposed all‑day seven‑day regime. A statutory consultation on the revised scheme will take place later, but the outcome shows that collective community action can shape local policy.
